The Padres paid an absolutely absurd price to acquire Craig Kimbrel and their bullpen has been worth an amazing -0.8 fWAR so far, far and away last in the Majors. Boston has spent a lot of money recently on relievers and they sit 29th. The Dodgers spent the offseason getting rid of the relievers they overspent on and acquiring cheap hard-throwing arms, and are crushing every other bullpen in effectiveness. There's no surefire way to build a bullpen quickly.
I wanted to sign a couple Jason Grilli types too or maybe splurge on Gregerson, but the Blue Jays decision not to do that is not the sole determinant of anything. They've blown up in an uncharacteristically high number of high-leverage spots and will not continue to do so.
