You'll have to cut to that number, so basically, yes.

 

What Spanky said. Cutdowns will happen before the start of the drafts that'll happen before the start of the season. So before the Waiver draft you need to cut to 15 NHL players. And before the prospect draft you have to cut down the prospects and have vacant space for the number of picks you want to use.

How's Wednesday evening sound for the start of the dispersal draft? Give teams until tomorrow Noon to decide if they want to join in. Finalize the list of players Tuesday, and run the draft order. Then clocks can start Wednesday evening. We'll do 12 hour clocks.
