A quick googling tells me he is #3 in the Blue Jays farm system http://m.mlb.com/prospects/2017?list=tor and if I were Jays, I would call him up at some point in 2018 after the all-star break.
And don't worry about getting banned for a week. I have seen people getting banned for all sorts of silly little cute reasons and one can simply create a backup account if he or she is banned for a week.
Bullpen pitchers have the advantage of being able to choose to walk a hitter without being concerned about his own pitch count. If I were a bullpen guy I would take a full advantage of it.
It isn't that hard!! if I had a choice between trying to get switch-hitting Dex Fowler out, or trying to get right-handed Diaz out, I would try to get Diaz out.

Osuna is right-handed
Dex Fowler is a switch hitter and a well-known veteran hitter known for his ability to come up with important hits during his Cubs days. This is 9th year MLB.
Next guy, Diaz, is a right-handed young batter. This is his 2nd year at MLB.
If I were Osuna I would have walked Dex Fowler ( without doing it intentionally ) and tried to get Diaz out. Diaz is hitting 234BA 685OPS this year and it would not have been necessariliy difficult to get Diaz out.
This is still April and it was Osuna's 3rd blown save. His ERA is now 5.40
Mariano Rivera would blow maybe 5 saves over the course of the entire regular season.
