I think you are seriously overrating guys, and assuming they will make the majors. It doesn't work like that. Ive been watching for over 20 years, Jays have gotten lucky with Hutch and Stro. Usually bringing up a prospect in the majors is a crap shot. I could name at least 10 top prospect pitchers that were supposed to be the future, and failed for the Jays.
