Unless it's substantially different from television, that's not completely accurate. The executive-producers are more the "money people" while the producers handle "conceptual" stuff. The producer is in charge of the general direction of a product, including hiring the writer (and approving/controlling script flow, so if a producer was like "this origin story sucks, rewrite it", the writer rewrites it.)

The leaked script was awesome, as was the leaked test animation footage. It will be a great movie, Fox just needs to suck it up and give them a budget to get it made.
