The intensity, frequency, and duration of North Atlantic hurricanes, as well as the frequency of the strongest (Category 4 and 5) hurricanes, have all increased since the early 1980s. ... Hurricane-associated storm intensity and rainfall rates are projected to increase as the climate continues to warm.

    It might be a random draw for the 10 bottoms in 2019 and 2nd random draw for the top 10. And snake the order so pick 20 gets pick 21. Pick 1 gets pick 40 and 41, etc. A somewhat fair method can be figured out.

    Or Espinal was viewed as a better bet to bunt Alford over than McGuire. Supposedly Montoya was hired as manager for a rebuilding club based on his supposed strength in player development. Maybe he is good at that, but his in-game management is questionable.
