I'd prefer to just keep the rules the same. Yes for the most part the waiver draft usually is pretty diluted, but the change that you are proposing will just make the waiver draft more of a barren wasteland. My understanding of the 20 player limit was to allow a turnover of player each year. Option A: Trades should be frozen during the draft. It's really a big piss off when it is someones turn to pick and they are spending their 12 hour window trying to trade their draft pick. It just makes the draft unnecessarily longer. There is no reason why you couldn't trade your waiver picks before the draft started other than you are unorganized. Option B: The NA and DL spots are meant to be utilized During the season for players that are sent down or injured. These spots should not be able to be used in the draft to obtain more players. If a team wants to use one of their 5 waiver picks on a N/A or DL player that's fine but they shouldn't be able to move them to those spots during the draft and get more picks. They can wait til after the draft when all the player go on waivers like every other team. In summary I feel the changes should stay as is and have a complete trade freeze during the draft.
