I don't think the Pacman penalty decided the game. It was a first down so they could've gone for a throw and if it was incomplete just ran and spiked. It didn't decide it, more so sealed it. I have no idea but my friend thought it was legal.

It also looks awful on the NFL for an organization that has to aggressively defend itself from examples such as, idk, this entire f***ing game in which several people were knocked out cold.
