Absolutely, Jays just need to poach the remaining players the Dodgers couldn't sign after getting Sasaki for 1, plus there's a lot of players the Jays were rumoured in on. They'll spend it.

Maybe Ross can trade that 2 million to the evil Dodgers for one of their MLB ready prospects that don’t have a chance to make their all star team but could play for the Jays.  Let’s Jays get a ready now guy and the Dodgers to acquire a future prospect they already identified but spent the money on Roki.
