The difference is Bauer embarrassed the league by calling them out for doing nothing about sticky stuff, proceeded to win a cy young while overtly using sticky stuff, and then continued to beat the drum after he won the cy by posting countless videos on youtube about the use of sticky stuff. He's the primary reason the mlb had to crack down on it and they dont like players dictating the game at that level.
