I don't think this will have a direct effect on Jays, meaning I don't think Jays would take him at 10 anyway (maybe because he would become a signability concern ala Appel last year).
But teams ahead of Jays would, more or less, less likely prefer to pick him depending on each team's take on the issue.
If so, that means which ever prospect that was supposed to go at 10 would probably be at 9 now. So I'd say disadvantageous for the Jays, but every team is affected.
