Rogers has shown that they are willing to invest heavily into the team. The team's payroll the last few years has been more than enough to put a winning product on the field. Blame the F.O. for not making proper use of the resources at their disposal.

Under Andrew Friedman, they won 90+ games multiple times which included a few playoff berths. That and they won a pennant in 2008. All that while operating under an extremely tight budget. Fantastic F.O. team in Tampa Bay. Matt Silverman seems like a smart guy, so I think the Rays are in good hands.
