I disagree regarding Harris. He's worth plucking from the Rule 5 draft and installing into a major league team's bullpen. He might even be pretty decent in a relief role. He could work out similarly to Brad Keller.
I would guess that the Jays discussed those terms with his agent and were willing to make that offer to JD, but the agent balked at that, holding out for more, and so the Jays never formally offered that contract.
Because of the shoulder issues he's had this season he probably should at this point in the year. I imagine he'd return to starting for next season.
Having said that, I feel like Paulino would have great success in the majors as a multi-inning super relief pitcher.
